Preparation:
1. Heat the oil in a large heavy saucepan, add onions, celery and carrots; cook 6 to 8 minutes. 2. Add the flour and salt, stir to blend. While stirring, gradually add milk. Add potatoes, paprika and horseradish. Simmer 4 to 6 minutes, until thickened and hot. Ladle into warm bowls. Makes 4 to 6 servings
